本文以国际小水电组织这一非营利组织为案例，通过对这个组织从筹建，成立到发展壮大的过程的考察，探讨我国非营利组织与政府关系，阐述了这种关系的实质，并根据我国国情，提出非营利组织与政府应该建立合作互动关系的设想，进而探讨了如何创建这种新型关系的方式方法及意义。
